Eliminate dcm4che and java dependency #65

Currently multiframe data are converted on import using dcm4che. The source code of dcm4che is currently included in the dbdicom distribution. This also creates a dependency on java.

Need to include a python based converter from multiframe to single frame and eliminate dcm4che dependency
