buildkite should test downstream packages for breakage #225

In the current buildkite config we have commented-out lines that were attempting to test for breakage in downstream packages. However, these test seem to be executed in a different environment, thus they are not checking the dev version of QuantumClifford, rather simply the latest public release. Fix that.
