It looks good, just haven't had time to dissect it.

One thing I did notice, is that your FTP_PASV_URL is set to localhost. When you are behind NAT - the address that is used must be the IP address that the client is interacting with, which would be the WAN-facing IP, not the localhost address. That will 100% cause the error you are receiving - as to why Beyond doesn't get the error, I have no idea. It could be because it actually supports the localhost hostname and does not translate it to an IP.
