Final staging should remove all generated data on a failed SV run

final staging should remove all data for a failed supervisor run.

there was an instance where a run was submitted and successfully completed.

However on a re-run the run failed. the data for the previous (successful) run was still vaialble for the UI to render.

failed runs should insure that any previous information is removed from the system. those data include: geoserver stores/layers, UI catalog data, obs/mod data files and obs/mod DB records.
