a couple cosmetic items to mull over on the selected layer area:

the "select all" and "delete" buttons could be made smaller vertically to regain some real estate. a button bar at the top.
the "select all" and "delete" buttons should be anchored at the top of the list.
consider a handle on the selected layer are to change the size.
