Do we need locations to include Country? #13

This question is for a later phase, when we expand this to other regions.

Also to consider, is having customisable text for the location types.
e.g.

Australia: Country -> State -> Electorate -> Town
Timor Leste: Municipality -> Sub District -> Village
etc.
