clFFT unit tests fail with ROCm 1.9

Multiple clFFT tests fail on both Vega10 and Fiji with ROCm 1.9.

I assume these are either ROCm OpenCL bugs or bug in the clFFT code that only surface with ROCm (and not with AMDGPU-PRO).
