Since we already have dummy data in json, let's seed the database with these dummy data.

AC:

Follow prisma docs on seeding (https://www.prisma.io/docs/orm/prisma-migrate/workflows/seeding#integrated-seeding-with-prisma-migrate) and create a seed for just Places
If there are any commands that needs to be run to seed to the database, add that to the README
