Feat: More quota of short urls for RDS developers

Issue Description

So currently we have similar quota for all the users who become users of Tiny URL shortener site. We want to give more quota for the developers of RDS.

Expected Behavior

Once this is done RDS developers will get more quota as compared to normal users

Current Behavior

Everyone gets the same quota of urls for storing
