Harmonize flowchart to paragraphs/sections in text

In https://researchcodereviewcommunity.github.io/dev-review/flowcharts/high-level/#perform-code-review, there are orange boxes that are clickable but end up in text that doesn't correspond to the box text. Good to recalibrate the flowchart.

I have noticed this as well. I think there are a two things going on.

1. The banner at the top of the website blocks the heading of the section that you jump to when you click on one of the orange boxes.
2. The 'Perform Code Review' section is the target for 4 of the orange box links. That is perhaps confusing, but also there isn't an additional anchor to link these subsections to. Only solution would be to remove those boxes and replace with a single 'Perform Code Review' one.

@fcooper8472 would be the ideal one to comment about 1 because he has dealt with Hugo more than any of us.

For 2, we will need more group input.
