Problem Description

The current Jazzy format pipeline uses the Ubuntu 24.04 runner. This was set because ubuntu-latest currently runs 22.04 which does not have all of the binaries that the Jazzy pipeline needs.

Feature Description

Once ubuntu-latest is updated to use 24.04, change the Format pipeline to reference that
