CircularSpline constraint function described in docs but not present in FuncFactory

It looks like the CircularSpline function is enabled throughout the code but not registered via the FuncFactory. The constraint function is mentioned in the docs though and that implies it should be functional.

I couldn’t tell if this was a few lines to register or if there were greater underlying issues.
