Automatically scale down inactive review apps

To save on server costs, we can detect if a PR hasn't had any commits for $x days and scale down the review app dynos to 0 so we aren't paying to host servers that aren't needed.

If someone does want to try out an old review app, it's just a matter of scaling back up the dynos which is pretty easy.
