New gene annotation releases

New releases:

Ensembl GRCh37 - now new releases since 87 (which we already have)
Ensembl GRCh38 - 102, 103, 104

RefSeq GRCh37 - no new releases since 105.20201022 (which we already have)
RefSeq GRCh38 - 109.20210226 and 109.20210514

Create a new script to make it easy, and add to main ones in "genes/scripts"

This may take ~30 mins - you can run the system in the meantime.

cd /mnt/variantgrid_setup_data/gene_annotation  # Or wherever you want to put annotation files
${VARIANTGRID_DIR}/genes/scripts/updates/210824_new_annotations.sh

Make a data migration that reminds people to run this

This is now obsolete as we import JSON gene annotations (covered in manual migration as part of issue #494)
