First release of wake-word tools for SEPIA

Basically this release consists of a Porcupine (by Picovoice) integration for SEPIA including some additional Python code to run a ReSpeaker Pi HAT (including the button) on a Raspberry Pi Zero.

Pressing the button of the ReSpeaker or using the wake-word "Hey SEPIA" will send a remote action to your active SEPIA client and trigger the microphone.
