Create Zone Feature

Whitehole Neo currently does not allow users to create a new zone separate from a galaxy. At least not in an obvious way.

This could be done by changing Create Galaxy to Create Galaxy/Zone and having the user select whether or not they need to create a scenario file, for example.

Switching tabs to "Zones" allows you to create zones, edit their properties and open them.

That is not obvious at all to the end user. UX wise, nothing above the tabs should be changing when selecting them. It's very hard to notice a change like that.
