pydicom v3 breaking changes:
https://pydicom.github.io/pydicom/dev/release_notes/index.html#version-3-0-0

At the moment deid is only compatible with pydicom v2:
pydicom/deid#266

so that dependency is preventing us automatically updating to pydicom v3 but when deid is fixed then we'll start getting pydicom v3 so need to be ready for that.
