Running
make clean
make src
make min

make min fails with the message:
swipl css-inline.pl swish-min.css.new
ERROR: /home/rzf/swish/web/css/css-inline.pl:17: user:main size_file/2: file `'../../icons/wip.png'' does not exist (No such file or directory)
It must be run again to succeed

Doesn't reproduce. wip.png seems to be there. I fear you need to figure this out locally.

You're right, on another machine it works.

I'm totally confused: if I run
ls web/icons
before make min, it succeeds the first time. This happens on a single virtual machine, on other virtual machine it doesn't. Maybe it's a problem of file system
