default browser

Hi,
I'm under Win 11 Home 21H2 build 22000.832 on my laptop and the change of the default browser is canceled after a reboot.
Same story for PDF-files (wherever they are) which opened only under Edge, but in this case I was able to modify things in the registry.
Unfortunately, this was not the case for the keys .htm et .html under HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts, which return to their state after reboot.
I don't know if this problem is recurring for all versions of win 11.
