A processor might be capable of detecting a rule that is not fired because the context was already matched by a previous rule. While utilizing the order of rules is legal and justified in certain cases, it is hard to detect suppressed rules made by accident.

The content model of a svrl:suppressed-rule element should be the same as one for a svrl:fired-rule element.
