Scroll bar covers bottom of tiles/objects #3

This might be something that is OS or setting specific, I don't think it always did this, but right now the bottom pixels of all tiles and objects are hidden by the scroll bar, making it difficult to see what some of them are.

Is this on all of the Forms (windows) or just some?

I have a suspicion of what it is and likely will roll this fix into a complete rewrite of all the Forms one at a time.

Tile window fixed with 7690cc2.
Object window still requires fixes.
