Expand Healthchecks to all Preprocessors, Services, Handlers

Right now, we've deployed healthchecks to 3 preprocessors: semseg, grouping, and ocr. We should expand these health checks, at least basic ones, to notify us if the container is down or unhealthy. The flow is already mapped out, since we have a working infrastructure of an hourly script that checks if our containers labeled 'image' have healthchecks, and are healthy. If unhealthy, we are notified via Slack.
