Effective January 26, 2016, the UPS test environment will require the TLS 1.2 security protocol, and will be available for your system testing.
There doesn't appear to be a way to set the SSL options within Net HTTP. Pertinent ruby bug here
However I am unable to reproduce this locally and everything I read seems to imply TLS 1.2 is set by default within Net HTTP. So it could just be an issue with the travis build environment.
