Add ability to easily discard devices, mountpoints, or file system types for host metrics

By default, the receiver collects everything possible, but they might not be needed entirely or only a set of devices/mount points/filesystem types might be useful in practice. Pre-configure a sensible set of defaults and ignore the nosiy ones. Ref prom node-exporter defaults.
