Order by Quote flow

In demos we often get asked to show how a product that gets ordered as a quote will be managed by an admin behind the scenes. We need to build out the approval/rejection process for orders that come in as a quote. First phase will be to build a simple work flow where this order can be approved or rejected

Second phase will be to do a multi step approval where a admin can approve up to a certain point but if the dollar amount goes over xx amount they need to bring in the managers manager to approve it.
