Working in disconnected mode requires the ability to sync content FROM Sitecore TO the data directory. There is too much of a risk trying to keep everything in the data directory sync among all developers in a team. If even a single little thing is changed directly in Sitecore, a deploy would overwrite that. Disconnected mode should not dictate how the entire development team works with Sitecore, but instead (at most) dictate how developers work who prefer disconnected mode over connected or integrated mode.
As linked above, the Umbrella package. I didn't get this to work, probably because it appears to be specifically for SItecore 9.1, whereas JSS itself can be maintained to work with any version, because of first-party-ness and whatall.
