"Quick fix create file" creates files in wrong directory when the datapack is not the first layer

I'm opening a folder with several datapacks inside as root folder, when I click on "Quick fix create file" it creates a new data/ folder under the root folder instead of the current datapack I'm in.

root folder (opened in vscode)
L datapack
L resourcepack

the file will be generated in
L data/namespace/function/...
L datapack
L resourcepack
