Requirements Versions - Pip takes forever to resolve

We need a requirements.txt. Currently, pip struggles a lot to install this software. Simple version fetches take 10 minutes per package. It makes the installation absurdly long.

yea I've been commenting out certain packages, etc. Also noticed different pip version sometimes faster.

if someone could PR a fix to make this faster it would be amazing.
