first stab

A multi-service platform or shared fabric that leverages software-defined networking to deliver network-based services that include but are not limited to Data Transport, and IP Services.

NaaS provides the physical underlay — fiber and optical network — as well as a software overlay which allows end users to programmatically manage and orchestrate network services through an API and Web Control Panel. Commercial terms are typically flexible and do not require long-term commitments and shift capex investments to opex.
