pkg_*-Tools do not use {no,ftp,http,https,gopher}_proxy #259

pkg_*-Tools do not use {no,ftp,http,https,gopher}_proxy. Instead they only use the upper case variables.

The manual pages to pkg_add state pkg_*-Tools would use both: first looking for the uppercase variant, then for the lowercase variant.
