Request to create support for plug-in skill

Hi,

As someone who doesn't use Google's assistant, I could totally get behind this.

However, as skills are concerned, can this be made as plugins and not be deeply integrated? Like an import skills option which can be made avaliable to the users?

It will help to

• create a user-submitted skill store
• reduce dependence on MR to add skills
