Documentation links to other sections don't always work or exist #1500

Overview

The online documentation often has links that are broken. For example, the "Command Viewer" link, https://latextools.readthedocs.io/en/latest/settings/#command-viewer, does not work because there doesn't seem to be any #command-viewer element on the page).

Steps to reproduce

  1. Go to https://latextools.readthedocs.io/en/latest/
  2. Click "Settings" > "Viewer Settings" in the left-hand menu pane.
  3. In "Viewer Settings" section in main page pane, click "Command Viewer" link in first bullet point.
  4. See that nothing happens.

Priority

Medium-high. I have a custom TexLive build on each of Windows/Linux, and I'd like to customize how the build/view system works on each. As of now, default LatexTools build doesn't work because of the custom installation, and I have no clue how to setup the custom commands due to broken documentation.
