pySHACL fails in Python 3.12 and windows-latest builds #444

In #443, @tcmitchell determined that pySHACL was causing build failures with Python 3.12.
It is still causing failures in the windows-latest build.
Both of these appear to be due to its use of a deprecated API, now no longer supported in some environments.

I have filed RDFLib/pySHACL#212 to request that the root issue be addressed.
In the meantime, we may be able to do a workaround by rolling back to an older Windows environment.

Workaround is applied, but I'm going to leave this issue open until the underlying pySHACL issue is resolved and we can undo the workaround.
