house_keeping script turns on Heater 1 #32

When running the house_keeping script, after loading the 6.1.5 wrapper on a 6.1 stack, the heater current value for Heater 1 was seen to be 273 mA, and the heater 1 dummy load resistor was extremely hot. Resistor did not get hot after wrapper was loaded, but did after house_keeping script was run.

After a power cycle of the system, this problem could not be recreated. I will monitor during upcoming testing.
