Refactor RunDecorator to event listener

With the introduction of --working-dir in phpDocumentor/guides#691 I introduced the option to add an eventlistener on the console application executed. This allows us to remove the odd decorator on the RunCommand, This will remove some complexity from the app. The existing logic can be reused to detect the index.
