Until more unused NPCs that should be spawned in are found this is the last NPC in Elwynn Forest that needs to have its display_id1 corrected.

Morley Eberlein is located inside the Tower of Azora.
Teleport to him: worldport 0 -9552 -710 91

I must have missed him when checking through everywhere to make sure everything was in order.

Probably, both should use old human models, hard to tell which one.

According to wowhead, both of these NPCs (844 and 959) were added in 1.11.1.7272, which would explain the missing models.

You can't rely on wowhead for this kind of stuff, data from 0.5.5.3494:
