Unlock all whetblades not working and now I can't access them regularly

as the title says the give all whetblades event flag is not letting me change the attributes on any weapons. I've tried it on normal ones as well as the one that I want. I tried going to the location of the whetblade and they aren't there. I have the whetstone knife so that isn't the problem. I also don't see any of the whetblades in my inventory other than the knife if they are supposed to be there. I can apply regular ashes of war (such as sacred order) but I can't change any of the affinities.
