IO pads generation

Good evening everyone,
I am trying to generate IO pads for my design as described in following link.
https://github.com/The-OpenROAD-Project/OpenLane/tree/master/scripts/topModuleGen
But there is an error while running the command:
python TopModuleGen.py -d chip.json -p padslibs.json -v ../../../designs/picorv32a/verilog/picorv32a.v -o chip.v
Error:

The json files are attached.

Does this method works for generating IO pads?
Kindly let me know if there is any other way.
