[MWS] - Bags do not have an Owner field

It seems the bags do not have an owner field in the database.

@Jermolene -- IMO they should have - What do you think?

I think we will want to make changes in this area but I am keen that we get the documentation up to date for what we've got before we start to make changes.

Yea, I also think, we need to add a bit more documentation about access rights and the "role based" system first.

I'll create a new issue about ACL and the existing database structure soon -- When I did sort out my thoughts and check them for consistency ;)
