[MWS] USER - Basic "logged in" user -- Should _not_ be deleteable #8861

As the title says: IMO the USER - Basic "logged in" user -- Should not be deleteable
It may be automatically assigned to existing users that have a "unknown" role

So if a user has a role eg: TEST and the TEST role is deleted the user may be assigned to USER -- maybe

@Jermolene, @webplusai -- What do you think?

The USER description imo should be Basic User - logged in or something similar
