Create a script to generate test files that accepts the following parameters:

number of sequences in the DCE file
number of sequences in the RNA file
length of the sequences in the RNA file
length of the sequences in the DCE file
average number of matches that should exist for each DCE sequence

Note: I'm going to send @sarahwalling some code for how she might do the average number of matches thing.
