GAIA web browser tool returns <empty> when affected by packet loss

When infra issues are causing packets from the browser container to the Internet to by dropped, we should probably return an error rather than an ambiguous message.

(Note this issue is a poorly refined stub and may need to be re-directed to another component, but filing it here until we know more).
