National CDA / CWMS.SEC not returning Level Data #989

When attempting to call:

https://cwms.sec.usace.army.mil/cwms-data/levels/KEYS.Elev.Inst.0.Top%20of%20Flood?office=SWT&effective-date=2024-01-01T00:00:00Z

or

https://cwms-data.usace.army.mil/cwms-data/levels/KEYS.Elev.Inst.0.Top%20of%20Flood?office=SWT&effective-date=2024-01-01T00:00:00Z

I get a

{"message":"User not authorized for this office.","incidentIdentifier":"user input error","details":{}}

If I try this same query on our local T7 or CWBI-Test it works.
