The changes to SAML V2.0 Subject Identifier standards (https://spaces.at.internet2.edu/display/federation/user-attr-pairwise-id) creates a need for the pairwise identifier released by the UW idP over the now retired eduPersonTargetedID.
Currently we use a base 32 computed value, and the new specifications require a base 12 value.
This issue is to track the creation of the new attributes and should create further cards for indicating that eptid is no longer generally supported.
