Refactor catalog rereading to remove dependency on ucar.unit.prefs #25

With #24, the necessary classes from ucar.unit.prefs were added to the tds module, addressing #23. Rather than keep all of that code to store three values, we should look at using something more lightweight with the goal of removing the ucar.unit.prefs classes that were added back.
