The administrator can only edit studies that he/she created; it should be possible for the administrator to (a) edit any study (b) modify who can edit any study.

Added check to allow Administrator to edit all studies.

Not possible to edit a study not input by admin:

• navigated to CAPS study
  https://www.msksearch.manchester.ac.uk/Study/Index/6
• Edit study button is now available (BUT) get this error msg:
  Unauthorized Access - You do not have sufficient privileges to access the requested page.

Attempted to reproduce on test version but was able to successfully:

• log on as adminstrator
• access editing page for study created by another user
• add publications and save study
  It is possible that the test version has updates not available on the live version; will need to restest after next update.

Tested per Kamilla; residual low priority issue that Administrator cannot edit unpublished studies they did not create. Priority altered accordingly.
