HSD checks for UPNP gateways on the network if the option upnp is passed into the networking options.

I'm going to not implement this for rsd for now. It adds on too many external dependencies that I'd rather implement ourselves, but I don't want to spend the time on that at the moment since I think UPNP is utilized by very few nodes.

If anyone really wants this feature a PR would be a huge help, otherwise I can move it up in my priority queue.
