Overview

This should go in subsetting and dataset-access
This will be needed for VDI
1. In order to switch between legacy UD and VDI
2. In order to deploy to both north and south while targeting an -inc database set

TODO, create issues in:

dataset-access to use the new schema
subsetting to use the new schema
