[TF2] The Panic Attack can be crafted using incorrect slot/weapon token combinations

A primary weapon token combined with a Soldier, Pyro, or Heavy token can all craft a Panic Attack which is not a primary weapon for any of those. This also works the other way around, with a secondary token being able to craft the Panic Attack with an Engi token.
