It just does not make sense. Colossal Order already mentioned somewhere that trolleybuses are not supposed to overtake each other. This means trolley buses are not allowed to use eg Aggressive Mode, which allows overtaking.

If trolleybuses can overtake each other, then it is a bug.

On another thought, because I do not have Sunset DLC (nor do I plan to get one), it is very difficult for me to observe and test this.

Perhaps there is no need to be high priority.
